Is the effect the same at all three power levels, and on both 2m and 70cm?
Presumably it does not happen when feeding a dummy load?
No not tried a dummy load. And yes it happens on 2m and 70cm but more on 2m on any power levels
Another thought, does it happen on all frequencies or just some?
Have you considered AC line interference?
I have had a look at the Hi Pass filter you used.
It is for rejecting 27 mhz or lower.
This may be of interest to you if you can solder.
