Do a manual tune as described earlier to the transmitter of your choosing, i.e. the one broadcasting the local news you desire.
If he is getting Crystal Palace surely it is due to his aerial being set up for that and a manual tune for somewhere in the opposite direction will not be the cure without sorting out his aerial first.
