Excuse my ignorance. When I run the signal Test under Freeview settings, I get a result from tuner 1, but for tuners 2&3 it says not running. Should I be concerned? The box seems to be ok.

No need to be concerned. Unused tuners are powered down thought to be to save power.
You need to set up 3 simultaneous recordings from different mux to force 3 tuners to be used. You shoud then see all 3.
