InactiveOn the freeview HD unit, i need a component out from the scart out. It looks like the only option is the RGB out from the tv scart out. Im assuming i need an rgb to component transcoder to make this happen. What i am trying to achieve is an HD component out from the Humax with HD resolution. Can someone tell me if i am going in the right direction ?? Note: i cannot use the HDMI for my application

I don’t think you will get HD resolution from the SCART.

InactiveRGB output is the best option for feeding an analog TV rather than the alternative, composite. The Scart specification is old now and to my knowledge for SD analog only – it was around long before HD came about.
Other newer technologies such as HDMI are the standard for HD connectivity, and are supposed to incorporate protection to stop people grabbing the feed (where Ch4/ITV HD are concerned, not BBC it seems!, the Humax and other PVR’s will show a large notice in the middle of the picture if you feed HDMI-DVI to a normal PC monitor rather than modern LCD TV). They usually cannot cope with 50hz pictures anyway.
I find it very handy to have a down-res SD analog output from the scart as I’d rather wait a bit longer and purchase a nice, large OLed TV rather than the current LCD’s. At present I watch live via RGB to TV, and watch HD on the PC monitor. A bit of line-tearing but otherwise ok for now.
Are you feeding an older TV projector or such which only has component?

ParticipantRGB from scart is 576i only. As the OP observes component is developed up to 1080p but all Freeview and Freesat kit generally do not have HD component out (The Foxsat HD does but in Freesat mode it’s reduced to 576i operation).
The OP needs a hdcp capable hdmi to component converter. They are available but are pretty expensive.
